US Think Tank: Terrorists and Cartels May Abuse Digital Currencies -  A US government-funded think tank has released a new report that explores how "nonstate actors" like terrorist groups, drug cartels and insurgencies could issue their own digital currencies. The RAND Corporation published the report earlier this week. The bank is one of a growing number of institutions exploring applications of the blockchain, though it is not yet clear what its plans are for the technology.
